Distribution of duties

The Governor's Secretariat

Secretary to Governor : Sri Mukesh Kumar Meena, IAS

Secretary to Governor is the Head of the Governor's Secretariat including Household Wing of Raj Bhavan, A.P., Vijayawada and is responsible for overall administration, superintendence and control of Governor's Secretariat including Household Wing of Raj Bhavan. The Secretary to Governor also assists Hon'ble Governor in the proper discharge of all his Constitutional and other Statutory duties and obligations. Ensures proper protocol to Hon'ble Governor and the visiting dignitaries.

Joint Secretary to Governor (SS) : Sri A Shyam Prasad

  1. Supervision and control over Secretariat Section.
  2. Constitutional, Statutory and Official functions of the Governor
  3. All Matters related to Universities for which the Governor is the Chancellor.
  4. Sanction of leave etc. of High Court Judges, A.P. Lok Ayukta and Upa Lok Ayukta, Chairman, A.P. Administrative Tribunal etc. , Chief Information Commissioner, Chairman and Members of Electricity Regulatory Commission.
  5. Appointment of Special Secretary, Secretary, Joint Secretary, Deputy Secretary, Assistant Secretary in the State Legislature Summoning and promotion of State Legislative Assembly and Council.
  6. Monthly report to the President of India and State Administrative Report.
  7. Governors' Conference , Swearing Ceremonies, At Home Functions etc.,
  8. Matters relating to Indian Red Cross Society / St. John Ambulance Association / Rajya Sainik Board / Bharat Scouts and Guides / Cyclone Relief / Tuberculosis Association/Hind Kusht Nivaran as Honorary etc.
  9. Organisations with which the Governor is associated as Honorary President / Chairman
  10. To operate the concerned Head of Accounts related to Budget matters of Secretariat wing
  11. Any other work entrusted by the Governor / Principal Secretary to Governor.

Press Secretary to Governor : Sri P Gouri Sankaram

  1. Media coordination, material for draft speech, etc. relating to the functions to be attended by the Governor and accompany him.
  2. Drafting messages for the Governor.
  3. Issue of Press Releases.
  4. Processing Teleprinter Messages.
  5. Bringing important events to the notice of Secretary to Governor / Governor immediately.
  6. Liaison with Press, Information Department, Press Information Bureau, All India Radio and any other information Media.
  7. Raj Bhavan Library.

Section Officer-A : Smt Vidyullatha

  1. Establishment Matters of Secretariat and Household wing.
  2. University matters of Andhra Pradesh State.
  3. Organisation to which the Hon’ble Governor is Chairman/President/ Patron, such as IRCS, T.B. Association, HKNS, BS&G, Sainik Welfare, Awards etc.,
  4. Conference of Governors.
  5. Tour Programmes of the Hon’ble Governor, the Lady Governor and the Secretary to Governor.
  6. All general petitions received from the State, representations/Memoranda received from the people’s representatives/political parties/ reputed voluntary and Non-Governmental Organisations.
  7. RTI Applications monitoring and periodical reports.

Section Officer shall route the files of Secretariat through Joint Secretary (SS) and Household files through Joint Secretary (HH).

Section Officer-B : Smt C.Saraswathi

  1. All Government files of the State.
  2. Matters relating to High Court of Judicature, Assembly, Lokayukta, APAT, CIC, ERC. Sanction of leave etc., of High Court Judges, Lokayukta and Upa-Lokayukta, Chairman, Administrative Tribunal, Chief Information Commissioner, Chairman and Members of Electricity Regulatory Commission etc.
  3. Legislative Matters in the State. Summoning and prorogation of State Legislative Assembly and Council.
  4. Matters relating to Constitutional & Statutory bodies /CAG etc.,
  5. Reorganisation Act and any other related work from time to time.
  6. Matters relating to Fifth Schedule to the Constitution of India
  7. Swearing-in-ceremonies.
  8. Greetings related to New year/Republic Day/Independence Day other festive occasions.

Assistant Section Officer - A1 : Smt. P.Bhavani

  1. Establishment matters of Secretariat wing.
  2. Appointments, Transfers, Promotions, Pay Revision, Leaves, Increments, Disciplinary matters, Pensions, Loans & Advances, GPF, APGLI, GIS, Medical reimbursement, etc., and correspondence with Government, Accountant General in respect of above matters.

Assistant Section Officer - A2 : Smt. K.Nagamani

  1. Establishment matters of Household wing.
  2. Organisation to which the Hon’ble Governor is Chairman/President/ Patron, such as IRCS, T.B. Association, HKNS, BS&G, Sainik Welfare, Awards etc.,
  3. Conference of Governors.
  4. Tour Programmes of the Hon’ble Governor, the Lady Governor and the Secretary to Governor.

Assistant Section Officer - A3 : Smt. K.Nagamani

  1. All University matters of Andhra Pradesh State.

Assistant Section Officer - A4 : Sri K.Janardhanam

  1. All general petitions received from the State, representations/ Memoranda received from the people’s representatives/political parties/ reputed voluntary and Non-Governmental Organisations.
  2. RTI Applications monitoring and periodical reports.

Assistant Section Officer - B1 : Sri M S V Vara Prasad

  1. All Government files of the State.
  2. Matters relating to Constitutional & Statutory bodies /CAG etc.,
  3. Reorganisation Act and any other related work from time to time.
  4. Matters relating to Fifth Schedule to the Constitution of India
  5. Matters relating to High Court of Judicature-Chief Justice and Judges appointment, Lokayukta, APAT, CIC, ERC. Sanction of leave etc., of High Court Judges, Lokayukta and Upa-Lokayukta, Chairman, Administrative Tribunal, Chief Information Commissioner, Chairman and Members of Electricity Regulatory Commission etc.
  6. Swearing-in-ceremonies.

Assistant Section Officer - B2 : Sri S Srinivasa Rao

  1. 1. Legislative Matters in the State. Appointment of Special Secretary, Secretary, Joint Secretary, Deputy Secretary, Assistant Secretary in the State Legislature. Summoning and prorogation of State Legislative Assembly and Council.
  2. Greetings related to New Year/Republic Day/Independence Day other festive occasions.
